Traffic Stop Leads to Arrest of a Fugitive Wanted for Leaving the Scene of a Fatal Crash

ISP SmallIndianapolis, IN – A traffic stop on I-69 Tuesday morning, October 18th, led to the arrest of an Indianapolis man, wanted for leaving the scene of a fatal crash. Master Trooper Troy Sunier was patrolling the area of 96th Street and I-69 when he observed a black 2001 Ford Crown Victoria entering the ramp to I-69 southbound. Sunier allegedly observed the driver not wearing a seat belt as he passed. Once behind the vehicle on I-69, Sunier reports the black Ford sped above the posted speed limit. A traffic stop was subsequently conducted on I-69 near I-465. During the course of the stop the driver did not provide an identification and verbally provided false identifying information. A detailed investigation by Trooper Sunier led him to positively identify the driver as 25 year old Andy Raul Orellana De Leon of Indianapolis. He was taken into custody without incident and transported to the Marion County Adult Processing Center.

Andy Raul Orellana De Leon was wanted on an active Marion County arrest warrant in connection with a fatal hit and run crash that occurred in Indianapolis in October of 2015. The crash claimed the life of a bicyclist at the intersection of East Euclid Avenue and Michigan Street.

This is an ongoing investigation at this time. Any further inquiries into the arrest should be made to the Marion County Prosecutor’s Office. All suspects listed in this release are presumed innocent until and unless proven guilty in court.
