Putnam County: June 15, 2020, at approximately 11:30 p.m., Trooper Austin Fowler was working in an active construction zone near the 37 mile marker on Interstate 70, when he stopped a 2018 Subaru for unsafe lane movement and almost striking several construction barrels. The driver was identified as Louis E. Collins, age 64, of Greencastle, IN. Suspicious activity was detected and a search of the vehicle was conducted. Troopers located marijuana, drug paraphernalia, and several opened alcoholic beverage containers within the vehicle. Further investigation by Trooper Fowler revealed that Collins displayed signs of impairment and failed the field sobriety test. Collins agreed to submit to a certified chemical test and had a BAC .12%. Collins was arrested and taken to the Putnam County Jail. During a search at the jail, it was discovered that Collins was in possession of schedule IV narcotics without a valid prescription. Collins is currently being held without bond.
