Traffic Stop Leads to Discovery of Altered Handgun

Vigo County – Friday, December 13, 2019, at approximately 10:40 p.m., Trooper Ian Portteus observed a black passenger vehicle with expired plates at Wabash Avenue and 22nd Street.  Trooper Portteus activated his emergency lights and initiated a traffic stop at this location.

Trooper Portteus proceeded to speak to the driver and the passengers in the vehicle.   During his conversation with the occupants, Trooper Portteus immediately detected criminal indicators.   The driver was identified as Travis J. Fagg, age 34, of West Terre Haute, Indiana.  A passenger in the vehicle was identified as Neil A. Kraemer, age 38, of Shelbyville, Indiana.   A free air sniff was performed on Fagg’s vehicle by Indiana State Police K-9, Czar, who gave a positive indication for illegal contraband.  A search was then performed on Fagg’s vehicle, where a loaded handgun with the serial number filed off was found.  During the course of the investigation, the handgun was found to belong to Kraemer, who did not have a valid gun permit.  He also attempted to destroy contraband located in his underwear by urinating in his pants.  Kraemer was taken into custody and was transported to the Vigo County Jail where he is currently being detained.  

The investigation also revealed that Fagg was driving under the influence.  Fagg refused to submit to a certified chemical test and was also taken into custody and transported to the Vigo County Jail.

Neil A. Kraemer, 38, Shelbyville, IN 

  • Altered Handgun, Class 5 Felony
  • Possession of Handgun Without Permit, Class A Misdemeanor
  • Possession of a Schedule V Controlled Substance, Class A Misdemeanor  

Travis J. Fagg, 34, West Terre Haute, IN

  • Operating a Vehicle While Intoxicated, Class A Misdemeanor
  • Operating a Vehicle While Intoxicated Endangering a Person, Class C Misdemeanor 

Assisting:  Senior Trooper David Petrowski and Trooper Brad Fyfe of the Putnamville State Police Post.
