House passes Haggard’s legislation to further strengthen Indiana’s safeguards against foreign influence

STATEHOUSE (Feb. 20, 2025) – The Indiana House of Representatives supported a bill authored by State Rep. Craig Haggard (R-Mooresville) that would further protect Hoosiers from influence by foreign adversaries.

“House Bill 1032 is another crucial step in protecting Indiana from foreign influence by closing loopholes that allow adversarial entities to gain a foothold in our state,” Haggard said. “By tightening restrictions on contracts, property ownership and financial ties, we’re prioritizing Hoosiers’ interests and strengthening our state’s security. I’m proud to support this legislation and look forward to seeing it move through the process.”

Haggard said House Bill 1032 would prohibit those affiliated with countries that are considered foreign adversaries, such as China, Cuba, Iran, North Korea, Russia and Venezuela, all countries currently labeled as foreign adversaries in state and federal code, from contracting with the state, restrict foreign ownership of businesses in Indiana and increase transparency on foreign ties to schools and universities. Those found in violation will be issued a civil penalty to be collected by the state.

House Bill 1032 passed the House Judiciary Committee and House Ways and Means Committee before passing the House. It now moves to the Senate for further consideration. To learn more about the bill and follow session, visit iga.in.gov.
