Donnelly’s Bipartisan Addiction Treatment Workforce Bill, Resources to Combat Opioid Abuse Included in Government Funding Legislation

Washington, D.C. – A number of measures that U.S. Senator Joe Donnelly has either introduced or supported to combat the opioid abuse epidemic were included in the bipartisan government funding bill that the Senate is expected to consider as early as tonight. The bill includes funds to support the addiction treatment workforce through National Health Service Corps, which Donnelly advocated for as part of his Strengthening the Addiction Treatment Workforce Act, bipartisan legislation he introduced with Senator Lisa Murkowski (R-AK). That funding would help recruit more substance use disorder providers to serve in underserved communities. 

The bill includes $4 billion in funds for grants to states this year to combat the epidemic through prevention, treatment and recovery programs, which Donnelly has repeatedly supported, including in last month’s bipartisan budget agreement. 

Donnelly said, “This bipartisan funding bill has needed resources to help bring more treatment providers to underserved communities in Indiana and across the country. Additionally, this bill includes billions of dollars for states to fight the opioid abuse epidemic through prevention, treatment, and recovery efforts. I’m proud that these necessary funds were included, and I will continue fighting for the resources needed to combat this public health crisis.” 

The High-Intensity Drug Trafficking Areas (HIDTA) program, which allows counties to access federal resources to combat drug trafficking operations, will receive a 10 percent increase in funding. Donnelly advocated to expand this program, which currently helps Marion, LaPorte, Lake, and Porter Counties work together to combat drug trafficking in Indiana. 

The bill also includes dedicated funding for addressing the opioid epidemic in rural America through the Rural Health and Safety Education Program and the Telemedicine and Distance Learning Services program, both of which are part of Donnelly’s bipartisan legislative package, introduced last summer, to combat opioid abuse in rural and ag communities. 

This legislation also includes funding that the Department of Justice can use to initiate peer mentoring pilot program grants for local law enforcement agencies. This grant program was established by Donnelly’s recently enacted Law Enforcement Mental Health and Wellness Act. 

Other Donnelly-supported items in the funding bill:

• Several efforts to support Hoosier farmers and the state’s agriculture and rural communities:
  • Donnelly’s bipartisan legislation with Senator Fischer (R-NE) that would provide farmers with greater certainty by reinstating the status quo for the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) reporting that farmers have been operating under since EPA’s 2008 final rule;
  • A fix to the “grain glitch” in the McConnell-Ryan tax bill, which was putting family businesses at risk of going out of business. The fix will restore a level playing field for grain buyers; and
  • Funding for rural water and waste water grants.
  • Investments for continued development and implementation of rural broadband.
• Numerous items to support our servicemembers, our national security interests, and Indiana’s role in our national defense:
  • A 2.4% pay raise for servicemembers;
  • Funding for Crane Army Ammunition’s shipping and receiving building;
  • Funding for a small arms range for the Army National Guard facility at Terre Haute’s Hulman Airport;
  • Funding for the Prompt Global Strike Capability Development and Hypersonics Development programs, both of which Donnelly has advocated for in his role as Ranking Member of the Senate Armed Services Strategic Forces Subcommittee; and
  • Funding to support the Office of Terrorism and Financial Intelligence at the Department of Treasury, which is responsible for combating illicit financing of numerous nations including North Korea.
• Increased funding for the National Institutes of Health (NIH).
• Legislative efforts to reduce gun violence and increase school safety:
  • The bipartisan Fix NICS Act, which Donnelly recently cosponsored, which would improve the nation’s National Instant Criminal Background Check System (NICS) for firearms purchases;
  • The Stop School Violence Act, which would provide grants to school systems for increased safety measures including security and violence prevention trainings, increased coordination with law enforcement, equipment, and technology; and
  • A measure affirming the Centers for Disease Control and Prevention’s (CDC) authority to research the causes of gun violence.
• Donnelly’s bipartisan legislation to support Hoosier RV manufacturers, introduced last October with Senators Ernst (R-IA) and Portman (R-OH) that would ensure the American recreational vehicle industry, as it continues to expand and create jobs in American communities, has access to the Generalized System of Preferences (GSP) duty-free trade program.
