The Town of Brownsburg and Brownsburg Parks has issued a Request for Proposals (RFP) seeking capital contribution partners for a proposed new multi-generational Brownsburg Community Recreation Center. The purpose of securing partners is to generate additional revenue for the Town to use in the design, construction, engineering and other expenses in the facility’s construction.
The Community Center will be located at 326 N. Green Street in Brownsburg, on the site of the former St. Malachy School, adjacent to the Arbuckle Acres Park property. The facility is expected to have amenities including: a basketball facility, gymnasium, fitness center, indoor walking track, and indoor swimming pool. There will also be program and meeting rooms and a child care watch area. The Community Recreation Center has a tentative opening date of 2019.
There are two separate proposal opportunities. For Proposal A, the Town is interested in proposals from individuals or entities who would pay for the non-exclusive shared right to place their name or company’s name on the exterior and in designated areas on the Community Center for a period of 10 years. Shared naming rights means that the name of the facility shall also include all or any part of the Town of Brownsburg and Brownsburg Parks names.
For Proposal B, the Town is interested in proposals from providers who would pay for the right to lease and operate a health and wellness facility in the Community Center for a minimum of 10 years. The health and wellness space will be up to 10,000 square feet and may include medical services, health rehabilitation, sports medicine, and other services that the Town determines are consistent with its vision and mission for the Community Center.
Proposers may elect to submit for Proposal A individually, Proposal B individually, or both Proposal A and Proposal B. Sealed proposals are due by 4 p.m. on February 19 to the Brownsburg Town Manager’s office at the Town of Brownsburg, 61 N. Green Street, Brownsburg, Indiana 46112. Proposals will be evaluated by a committee that will make a recommendation to the Town Council and the Park Board for their review and consideration. Award is expected to be made no later than at the May 26 joint meeting of Town Council and the Park Board but could be made sooner if circumstances allow.
The Community Center will be part of the redevelopment of the 7.5-acre former St. Malachy site and a portion of Arbuckle Acres Park to reuse the Green Street frontage with a mixed use of retail, business, and public recreation. Final design and site layout has not been completed, but a draft site layout provides the general intent of the Town for the proposed Community Center. An engineering firm has been awarded the project design, which is expected to be finalized in late 2017, and construction complete in 2019.
Town Manager Grant Kleinhenz said, “The Community Recreation Center is a key component of the vision for the Town’s proposed mixed-use redevelopment of the former St. Malachy Church property purchased in 2012 in the heart of Brownsburg. The development will capitalize on the site’s natural features, like the beautiful views of White Lick Creek in the lower section of Arbuckle Acres, as well as its proximity to our Town Hall and the Green to create new energy to draw residents and visitors. It’s a premier location and the project will contribute significantly to the economic well-being and quality of life for the residents of Brownsburg.”
Brownsburg Parks Director Phil Parnin said, “Our residents have been asking for a facility such as this for a quite some time. We intend to work with key partners in providing a variety of health & wellness opportunities. The vision includes spaces for seniors, opportunities for families with kids to be active together or individually in their different areas of interest. Ultimately, this project is more than a facility. It is a destination for the community to gather, inside and outside, to engage in healthier lifestyle activities.”
Park Board President Michael Klitzing added, “For many years Brownsburg has dreamed of having a new community center – a central gathering place for families and residents of all ages and an economic engine to help drive more businesses to our community. This RFP is just one of numerous steps to determine the feasibility of making a community center a reality.”
